i no longer have the option to turn my read receipts on and off for one person

"Read receipts"?  Presumably you're talking about message receipts, as email receipts are not available on iPhone.

 

So assuming you're talking about message receipts, these are only available when using iMessage, communicating to/from other Apple devices.  If you are using the Messages app to send/receive SMS text messages to/from other cellular telephone users without Apple gear, then read receipts are not available.
