isight camera stopped working

I have an intel iMac 2009 21.5" and for the past 2 weeks have noticed the indicator Led for the iSight camera is constantly on. When opening any app that uses the onboard Camera eg: iChat, Facetime, Photobooth.  The app shows an error message that no camera is available. I have searched forums high and low to see if this is a common problem and have had no real answers.  I have rebooted with a SMC and a PRAM reset. I have also wound the apps back 2 months with time machine and reinstalled the OS to no avail. the Led is still illuminated and what is more concerning is that when powered down and cable removed from all electricity the Led still glows.  Please can anyone help me here.

The only information that may be of any assistance I did shut down the Mac for 3 months while overseas and removed it from the power source and maybe the backup battery is causing this issue?

I have not added any apps that would use this feature and use the camera wholly for Facetime.
