Time Capsule Fan Motor Always On

I have latest Time Capsule.  Fan motor suddenly started running constantly when turned on.  Unit cool to the touch.  Unplugging, along with reset does nothing.

TC SS# C86R21NJF9H5, Version 7.7.8

Mac 2.7, Intel Core i5, 10.12.6
