icloud for Windows does not open; Outlook sync ...

Hi everyone, I began having many problems synching iCloud with Outlook post the recent iCloud for Windows update to version 7.  I normally resolve this by uninstalling/reinstalling (sigh...)

Even worse now though, even when iCloud for Windows is installed, when I click on the icon, the pane simply does not open.  So there is no way for me to action synching with Outlook.  It prompts me to sign in when I reinstall it, but then disappears.

No amount of uninstalling/reinstalling iCloud for Windows or Microsoft Office has helped.  I also tried to clean up all old files of iCloud on my PC and today updated my Windows 10 for Microsoft's patch.  I have also updated all my Apple devices to 11.0.2.  Apple are of no help whatsoever.

- Is it possible to download a previous and safe version of iCloud for Windows?

- Is there any impact from the version of Outlook or Windows 10?

- Is there anything that could be running in the background and be problematic?

If anyone has any solutions I would be most grateful so that I can get working again.  Thank you so much.
