so my 6 will cut on and will let me swipe up and down on the control panels but it wont let me move away from the hoe screen

I’m not sure which device you have. Your info says an iphone but you posted in the ipad area

Restart your iPhone, iPad, or iPod touch - Apple Support

There are instructions on forcing your device to reboot. Try that and see if you can naviate as usual
