Password entered 4x for "ask to buy"

why do child accounts need to enter password 2 times to ask for permission to buy an app and then another 2 times after permission is granted for the app to actually be downloaded?

Is there a setting to fix this or a bug? 

It has happened multiple times on multiple devices for my son.

Is there a way to get an official answer to this beyond calling Apple?
