Problem syncing iCloud to Mac. (iPhone to iClou...

I have iCloud, Mac and iPhone. iPhone syncs perfectly with iCloud (Notes and Photos) but Mac does not sync (Notes and Photos). Mac appears to have some connectivity issues with iCloud. Mac is logged in in Preferences but pop-up window asks for login repeatedly, not accepting the correct login. Then requests need to set up two step verification even though this has already been set up. ICloud in web browser appears all up to date and no problem. It's just getting the Mac to sync with iCloud that is the problem. Mac won't accept the new Notes and Photos I have on iPhone via iCloud. Also, recently added a large number of old photos to Photos on Mac and this still says 18,000 photos uploading - this has stayed saying this for over a week without any changes and I have very high (100mbs) internet. iCloud in web browser is not showing any of the updated photos yet from Mac. But even if a slow upload explains the Photos issue I do not understand why Notes on Mac not updating with iPhone changes. Very grateful for any help from anyone, much appreciated!!
