Photo app stuck uploading 2 photos

Software is up to date. Tried using smart folder to figure out which 2 photos it is trying to upload but smart folder for "items unable to be loaded" does not find anything. Also tried restarting, turning wifi off and on, repairing library by closing the app and reopen using command key. Please help?

Have you tried just leaving it for maybe an hour to see what happens?
