Mac OS 10.12.6 Note not syncing with iCloud

Hello,

The note on my Mac is not syncing with my note on iCloud. I can see those notes my on my iphone, on iCloud through logging on iCloud on browser; but not on my Mac. Also, for notes that I have created on Mac, they are not synced up on iCloud, either.

I tried to sign out iCloud, and sign in back again on both devices; it doesn't work.

I tried to turn off both devices and turn it on again, it doesn't work.

I tries to unchecked Note on Mac -> iCloud, and checked it back; all notes I have created on Mac disappeared!!!!! Plus, it doesn't work.

I need help to fix the 2 issues that I encountered:

1. How to retrieve notes that I created on my Mac, but disappeared after I uncheck and check Note checkbox on my Mac -> iCloud.

2. How to sync my note on my Mac with iCloud; both receiving notes from iCloud, and updating notes to iCloud.
