iPad Pro wifi AND Phone hotspot

If my IPad Pro is WIFI only, can I set my iphone as the hotspot and connect the iPad to the hotspot and use it that way?

Yes.  The iPhone's hotspot acts as a wifi network the iPad can connect to for internet access.
