Cannot log into itunes

Because of some billing issues I had to create a new Apple ID. I'm now trying to log into iTunes. I get a prompt that that Apple ID has never logged into iTunes before and to click on review. I do this and get a box where I need to agree to terms and conditions. i am unable to accept the terms and conditions so I can't go any further. Help please?
