Why does iTunes keep asking me to verify my bil...

I'm trying to gift an iTunes album.  When I click "Buy Gift," a dialog box pops up, saying, "Verification is required.  You must enter your Apple ID and password, click Billing Info, and verify your payment information in order to make purchases."  So I enter my Apple ID and password, verify all my billing information, and click Done.  Then the same dialog box pops up again.  So I once again enter my credentials, click Billing Info, and the same page pops up where I verify my info.  There's also a red error box in the top right that says, "You must verify your payment information before you can make purchases."  I've tried paying via my debit card and via PayPal, so I know it's not a problem with the payment itself.  It has to be an iTunes problem.
