Can I partition OS10.12(Sierra) on a 2009 iMac?
Is a 2009 Imac's hardware to old to partition to Sierra or upcoming High Sierra?

That depends exactly on the iMac.
Sierra can be installed on a Late 2009 iMac, but not on an Early 2009 iMac.

High Sierra has the same requirements.
With that said, Partition means to separate a defined section of a drive for something. Partitioning as such is not reliant on a particular operating system.
You can partition a drive and not install anything on the partition you make.
Upgrading to a more recent operating system can be done without partitioning a drive.
