Apple Public Beta Program Not Enrolling

I am trying to sign up for the new iOS 11/macOS High Sierra public betas, however the beta.apple.com website won't let me. After I sign in and accept the terms and conditions, it heads straight back to the homepage for public betas instead of allowing me to enroll a device. I have tried with Safari on many devices and tried leaving the program and signing up again, but nothing works. Is anyone else having this problem?

The public beta has not be released yet. It should show up at the end of this month as announced.

I'm also having this problem. I'm stuck in the same sign up, agree, back to beta page loop. I've tested it with other Apple IDs, and it works perfectly, so this seems to be specific to my personal Apple ID.... can't find a solution anywhere. Anything from Apple ?
