Apple Watch offers conflicting information

I purchased an Apple Watch to help monitor my activity, specifically, my steps.   I also use Pacer.  Lately, the step count differs between the activity app and the health app by anywhere between 30-200 steps.   Usually, the heath app and pacer step counts match.  

 

Why do the step counts differ?

Hi Jonathan.   I set up Pacer to take data from the Health App.   It's either the IPhone Health App that's not mirroring the step count from the Apple Watch activity app or the other way around. The numbers do not coincide.
