My iPad cannot connect to my apple id

Just changed my apple id password for the 3rd time using my phone and still It cannot connect. not to iTunes Store or to iCloud. Verification Failed,

I reset my iPad and it didn't help.

I try to download software update for ios 9.3.5 but it failed.

Any advice? Please?
