Deleting large number of duplicates in iTunes

I have a large library (10,000 songs +) of music that has become unmanageable in iTunes due to duplicates. My actual library does not have duplicates. I have researched the internet and this is not a new issue. I deleted iTunes and all the other Apple software from my PC, restarted, reloaded the software and reattached my music library, and the duplicates reappear in iTunes. This tells me that when iTunes is deleted, not all elements of the program are deleted. I am not alone in this observation. This is NOT a new problem. Why are not ALL of the database elements removed?
