Outlook calendar not on icloud not syncing with...

I have MS Outlook 2016 with all updates applied.  It is with the 64-bit version of MS Office 2016.

I am running the 64-bit version of Windows 10 with all updates applied.

I have an iPhone SE, 32 GB, with 19 GB free running IOS 10.3.3 (the latest).

I am running iTunes 12.6.2.20 (the latest).

I do NOT use the cloud, everything is local to my laptop, including the iPhone backup done with iTunes.

Up to about 3 weeks or so ago, updates to my outlook calendar on the PC would sync to my iPhone.  It then stopped.  I'm not sure exactly at what point it happened, it may have been after the upgrade to the above IOS level.  There may have been an update as well to Windows or MS Office, but since they happen automatically and can't be controlled by the user I can't tell.

I first noticed this last week when I updated my outlook calendar, did a sync with iTunes, and it didn't appear on my iPhone.  I searched the MS support sites, and saw some hits for similar stuff.  They suggested that a duplicate recurring events may cause the problem  I then went to the outlook calendar and reviewed all entries (no small task), and cleaned out a bunch of things that didn't look quite right.  I'm confident my outlook calendar isn't the problem.

I just finished a couple of hours of adjusting settings on the iPhone, deleting mail accounts, adding them back, no joy.  I also copied my existing outlook.pst to another .pst file, switched to that, again no joy.

I think the problem is that when I go to settings->calendar and try to add a calendar, it does not give me an option to point to the calendar on my pc.

Does Apple now require the calendar to be on a server, not the PC doing the sync with iTunes?

If that's the case, it's time to get a Samsung.  I hope it isn't.  I do like my iPhone, but not having access to my outlook calendar the way it's worked for years is a show stopper.
