How do I restore icloud files from recycle bin ...

I completely uninstalled iCloud from my Windows computer (running some parts of Windows 10). In the process, I apparently deleted all my documents from iCloud on my other devices. I went back to the computer and first restored the encrypted files to wherever they had been saved on the Windows computer, then I reinstalled the iCloud for Windows app. Now, I'm wondering if there's a way to get those files resynced to iCloud.
