.IFO .BUP .VOB replicating when deleting

I downloaded what I thought was an .mp4 file but it was several folders with files of .IFO .BUP and .VOB. If i try to delete these files they replicate! THey do not delete at all but immediately copy themselves! How can i deal with these files?
