I just want to get a new sync/sampling of what's in my itunes library and replace what's synced to my iPhone 4 now

W/O deleting those tunes

You cannot do that if the tunes on iPhone were from another iTunes Library.

Thanks - So I'm Stuck with what's on there and nothing can be done to replace it?

You can restore as new then sync selected songs from your computer iTunes Library.
