Can the new Apple Watch Series 3 with LTE be setup and configured on an iPad or is an actual iPhone 6 or better required?

I have an iPad Pro LTE and an iPhone LTE. I called Verizon and they said only the iPhone phone number supports cellular voice, so the phone number the Apple Watch 3 will be paired with can only be the iPhone to my knowledge.

Apple Watch Series 3 (GPS + Cellular) can only be paired and set up with an iPhone 6 or a newer model of iPhone running iOS 11 or newer.

It cannot be paired and set up with any model of iPad or with any other device from Apple or any other manufacturer.
