How can I write off funds?

my id is bound to the Swedish account and there are some other ways I can not use it (not enough to buy). how can I write off the funds and change the store? (my country is not on the list to call support). Iphone 6s

Try contacting iTunes Support and ask them to remove it (you have to be in a country to use store)  : https://www.apple.com/emea/support/itunes/contact.html
