Can you turn off LTE and NOT add it to your car...

Can you turn off LTE and just not use it and NOT add it to your carrier plan so as to not have an extra $10 charge per month? (Basically, just ignore it unless a better deal comes along.) Also, Why is a ceramic bottom better then a composite bottom? Will the version 3 fit in version 2 cases? Any chance they'll rethink that awful, stupid red dot in the near future? Thanks.
