Is there any chance Apple Music will join Three...

I completely oppose what's going on with the internet at the minute, certain services being limited and others sped up at the whim of the ISP and country your in, as I believe it leads to internet censorship. I both admire and respect Apple's descision not to partner with Three UK and their unlimited data for selected apps idea, if propositioned. However I have the misfortune of looking living in a country where Three is the best network, they're faster offer more data, cheaper, just everything is better and am unwilling to part from them dispite their recent descisions to limit data tethering and provide certain companies premium services. My question is, is Apple ever likely to sign a deal so that apples own data usage can be unlimited or at least on Apple Music or espectially the App Store? That would even resolve certain apps requesting wifi for download. It would be nice to have my core apps using less data as they now offer only 30gb per month in the price range I have for my new contact. Any thoughts from anyone inside Apple?
