Forcing Permission Changes

Hi everyone!

Have been looking around for a fix for this issue, which is that my Mac OS Extended back up drive, a partition on an external USB3 drive with 2 other partitions, has for some reason become read only.... Disk Utility & Disk Warrior fail at any attempt to repair the permissions, rebuild the directory etc, so I'm looking to see if anyone has any suggestions before having to reformat the whole drive and move a lot of files around...?

Hardware is an early 2015 MBP running 10.12.6.
