Icloud photo not syncing anymore

If I go to iCloud.com and see my photos, it correctly shows me that I have 2147 photos. Everything is there.

However, my iPhone shows me only about 761 photos, and it says that is is waiting to upload 1243 photos to iCloud.

1. 1. There is nothing to upload. Everything is uploaded.
2. 2. Its been stuck like this for over a week.
3. 3. It should show me ALL 2147 photos.

Please save me the typical responses that my iPhone has to be connected to wifi, and that iCloud photo library needs to be turned on/off/on , logout from Icloud, etc. All that is done many times

Since the launch day op de IPhone 8 plus I have this issue.

The first 761 pictures were synced within half an hour.

Now it's like this for a week !!

New photos taken on other devices are downloading correctly !!
