Open the iTunes or App Store App, and scroll to the bottom of the Featured or Content tabs there to see your account credit.

If you mean how much you may possibly owe iTunes, that can only be seen from iTunes on a computer.

Actually I want to know how much I OWE! I am blocked from updating apps because my card balance did not cover purchases.  But I can check to see how much that is.

Then you need to do so from iTunes on a computer as explained in the link above. There no way to do it on the iPhone.
