Payment method declined!

I've tried everything **** nothing's working I clicked none .. and it still asked me too review my payment information RUDE

I'm going to guess you're attempting to create an account without a credit card?  Why, I'll never understand, as it means you can't purchase an app if you want one, but there is a way to do this.  Follow the directions in this link:  Create or use your Apple ID without a payment method - Apple Support

No I'm trying too verify my card not create my ID without a visa .. I created it with a visa and randomly it declined it ?? 

OK. Is the credit card you're using from the country of the account you are trying to create?  If for example you live in the US and your credit card is from the U.K., it won't work.

No im from new Zealand so is my card
