can i use apple watch 3 with a provider not on ...

I travel quite frequently to different places around the world and first thing I do when I land is get a local chip. Would the apple watch be able to connect via cellular with my phone still or would I have to stick to a chip from one of apple's cellular partners? Furthermore how does the watch pair its cellular abilities with my phone since they use the same number?

No - Apple Watch requires a compatible service plan from a supported carrier.

 

There are also three different regional versions of Apple Watch Series 3 (GPS + Cellular), each supporting different LTE and UMTS bands, as detailed here:

 

Apple Watch Series 3 (GPS + Cellular) has an embedded eSIM, which copies information from the paired iPhone's SIM card in order to enable its cellular features.
