Content of iCloud drive is not syncing on iPhone

Hello guys. I am not sure when it happened but lately I have noticed that content of my iCloud drive is not syncing on my iPhone. Example - I put a small file on my desktop in MacOS Sierra. The file is immediately synced to cloud, making it available via the iCloud website and iCloud drive on my iPad. However, my iPhone refuses to accept this and shows only the old files.

I tried the usual stuff - restart and turning iCloud sync off and on again. When I turn it off/on, it makes a new sync. But it is stuck to the same sync ever since without updating.

The other method is to change the content of the folder on the iPhone - for example, when I add a new empty folder via iPhone, it generates a new sync. When I delete the folder on another device, the sync works everywhere, except for the iPhone.

Is there something I can do (besides reseting to factory settings and/or upgrading to iOS 11)?
