new i phone that I want on old i cloud account

It appears that my new iPhone is synced to the icloud, but now I believe I have two APPLEids and 2 I cloud accounts.  My PC doesn't recognize the second iPhone.  How do I have them all together?

There is no way to merge two Apple ID accounts into one. Pick one of them and log into the other one only when you need to update or redownload purchases made with that account.
