How do I send messages from my WiFi iPad using ...

I had to get a new iPad when my old one was stolen. I restored my settings from iCloud, but when I try sending a message from my iPad, it isn't sent, even though my iPhone is connected to the same network. I cant find any settings under Messages that seem to apply. This function used to work.
