Can I activate my Apple Watch 3 (cellular) with...

I bought the new Apple Watch 3 (cellular) from AT&T (it has its own cellular number) with the intention of giving it to my son to have as a stand alone device so we can text/call and also GPS track his location.  He does not have an iPhone.  The reps at the AT&T store said since the watch has it's own cell phone number, I would be able to set it up without having to use an iPhone.  But when I tried to set up the Apple Watch 3 (cellular), it will not allow me to activate the watch without pairing to an iPhone.  This is problematic because the Apple Watch 3 now receives all my texts, emails, calls, etc.  When I had a Samsung Gear S2, I could set it up without a phone of anykind.  Completely a stand alone device with its own cellular number.  But I don't see how to set this new Apple Watch 3 (cellular) without pairing it to an iPhone first.

Is it possible to activate the new Apple Watch 3 (cellular) that has its own cellular number without pairing to an existing iPhone?

The Watch 3 cellular version MUST be paired with an iPhone.  My understanding is that your carrier clones your iphone number to the watch.  It cannot has its own unique number; and there are other restrictions such s roaming, and international uses.

Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or later with iOS 11 or later. Apple Watch Series 3 (GPS) requires an iPhone 5s or later with iOS 11 or later. Apple Watch Series 1 requires an iPhone 5s or later with iOS 11 or later.
