my iCloud storage is full but 78.4 GB is Docume...

My iCloud storage (200GB) is full but when I select Manage in System Preferences>iCloud it says that 74.8GB is used by Documents that it doesn't list as available for deletion. I suspect that they are left over from when I briefly turned on Desktop in the cloud and didn't get deleted when I turned it off. However if I turn it on now to try and get it to offer it up for deletion it simply states that as my iCloud storage is full I can't turn it on without upgrading my iCloud storage. Any suggestions?
