My Library will only partially download

    I've got about 1800 songs, most ripped from CD years ago, some tracks bought from iTunes.

I can't get most of them to download to my iPhone and iPad and the selection keeps changing. Most tracks show that they're in the cloud but not on the device.

I don't use Apple Music.

This is a real problem when I'm flying and I don't want to use that much data on my cellular plan. I've got room for all of it on both devices.

How do I get all this downloaded.

I understand you are having issues gettings the songs from your iTunes library onto your iPhone and iPad.  If most of the songs were ripped from CDs and reside in your iTunes library, then they shouldn't need to be downloaded from the cloud unless you have Apple Music or iTunes Match enabled.  Since you stated you don't have an Apple Music Membership, check to see if you have an iTunes Match subscription.  If you do, then iCloud Music Library should be enabled, and you can follow the instructions below to update the iCloud Music Library to get this music on your iPhone and iPad.

If you do not have an iTunes Match subscription, then make sure iCloud Music Library is turned off.  Make sure you have a backup of your iTunes library first, and then sync your music manually via USB.

I have osx high sierra and ios 11 on my devices and I can't find anywhere to turn on or off the icloud music library. The links you supplied and searching this support website... seem to be obsolete. Any ideas where to find this? It's not in settings on my mac, iPhone or iPad (at least where this website says they should be).
