does any version of IOS after v7 allow editing ...

My navigation system does not like to see anything in the Country field of a Contacts entry for states in the US. I need to zero out that field. Alternatively, I would like to add a Blank country in the list of countries to select as the Country. This problem arose after iOS 7 when Apple began to pre-populate that field with no recourse. So the question is whether either of these options can be achieved in any iOS version after iOS 7?
