cannot restore to new iPad, account tied to old...

I just bought a used iPad2 for my daughter from a reputable dealer and went to perform the usually simple restore of all her apps and games from the backup that I double checked was current before I wiped the old iPad we had (speaker was clipping in and out).  However, the Restore did go as planned.  In the setup for the 'new' iPad I entered my existing Apple ID and it sent the two step verification to my phone per usual, then upon moving to the next step 'setting up Apple ID..." it paused after a few moments and said that my account was tied to the password for an old  Mac Power Book that I used to have at a former employer.  This is the first time this prompt has shown up.  I, of course, do NOT remember that old password and when I turned that machine in I made a point of unlinking/signing out of every account I had (iTunes, iCloud, etc...).  When I hit the prompt that says "I don't remember the password to this Mac Book" it switches to a screen that says "waiting for permission to setup iPad from another device signed into iCloud..."  At that particular time, I did not have any other Apple devices logged into iCloud, but I went home and setup iCloud on my new Windows laptop, rebooted and tried the process again, but it never sent a notification request to the new PC.  I went to 'manage my Apple ID' site and removed all the old devices that were still there and now the only one there is the aforementioned Win PC.

How do I get around this?  It sounds sort of like an Activation lock but not exactly.  If I can't figure this out soon I'm going to have to just setup a brand new Apple ID tied to a different email etc... but I'm sort of stubborn when it comes to issues like this and it's as much about beating this issue as getting the iPad up and running.  Would one of the Apple Geniuses be able to resolve this if I took it to an Apple store?
