ITunes transaction error, help

I recently purchased an iTunes card so I could get more music.  I had around an $18 (Canadian dollars) credit left.  I decided to buy a song, and showed the song was downloading.  The transaction was made, and I had something like $16.45 left (a $1.25 purchase).  I checked to see if the song was downloaded, and to my surprise, it said I didn't even buy it.  This forced me to buy it a second time, and having to pay twice the price! I even tried to reset my device, but I'm still not getting my money back.  What should I do? I know it's only $1.25, but I would like to know how to fix this problem in the future.  Any help is appreciated!  Also, I am currently running ios 10.3.3 on an iPhone 5c.
