iPad Pro 4g Not Connecting

Hi,

I bought a new iPad Pro 12.9" with WiFi and Cellular.  However, with the SIM card installed, it almost never connects.  Instead I see only the animated spinner near the 4g icon.  If it does connect, it takes about 5 to 10 minutes to connect before it quicky .

Things I have tried to fix it:

- Power device on/off multiple times

- Reset all network settings

- Went to my carrier and got a new SIM Card

Note: This was happening before and after the recent major September iOS update

Anyone else experiencing this problem?  Thanks
