Sierra preview permissions problem with jpg files

I just upgraded to Sierra from Mavericks.  Now I find that one folder of jpg files, downloaded from various websites, will not open.  The error message says: "The file "X" couldn't be opened because you don't have permission to view it."

Get Info on the files shows that I do have read/write permission.

Checking the file from the terminal shell shows the file permissions as -rw-r--r--@

The images are all in the same folder.  At the level of this folder, I have a dozen or so other folders of similar images, none of which give me any problems.

And I can open all of the images with permissions problems using Firefox, Safari, or GIMP.

There is nothing wrong with that. It's a regular file for which you have read and write permissions, so don't change anything there.

Please read "Reset permissions" in Resolve issues caused by changing the permissions of items in your home folder - Apple Support. Perhaps that will resolve it.

No change in the behavior of either the files or Preview.

I'm now seeing the same behavior with images I created myself and PDF files.

Please note: This started happening immediately after I upgraded to Sierra.

I looked at other forums and it's apparent that Apple knows about this problem and has known for some time.

There must be a solution somewhere in these discussions.

Pointers to which would be greatly appreciated.

I have been having the exact same problem since upgrading to Sierra around Jan. 2017. I can "fix" the problem temporarily by force quitting Preview and restarting, but then I lose all my open Preview windows. This needs to be addressed.
