one apple ID, two phones

My wife and I share one Apple ID, and this has been largely good. Sharing the iCloud resources promotes a single photo store, unified contacts, complete password management, etc. It brings a lot of sanity having only one version of these truths. What we want to keep separate is our communications... the unique phone numbers (the devices do this for us), the email (use gmail or other services), the calendars (gmail), Messages (select specific devices in settings) and our device identities (???). Our iOS 11 updates slammed our device identities back to one person, one My Contact.

>>> So, how can I configure the iPhones and iCloud services such that we have "shared data" but "individual communications?"

ps...there are many internet summaries of how to "Share iTunes and App Store purchases using a shared Apple ID" while maintaining separate personal data. But this is not my objective, as I want shared family data with separate personal communications.

Also, the Family Share feature for Photos is much too weak for my objectives as it does not promote a single unified photo library.
