Cannot boot from USB Backup Drive

I am hoping the collective wisdom of the community might be able to help . Two recent Apple Support contacts were useless.

I upgraded my 2012 15 inch MacBook Pro to to High Sierra. It was a clean install after I had issues. I then proceeded to try to boot from my Seagate 1TB USB external drive where I had a Carbon Copy Cloner clone. This disk has worked perfectly for this in Sierra. However, each time I receive what appears to be a Kernal Panic. It says to wait a few seconds to continue.

I do, but it boots into the Mac Drive not the Seagate Backup drive. I cannot find a way to boot from the clone in order to restore to the Mac. Totally frustrated at this point with the process and with the lack of Apple Support.

I will try for now to see if I can downgrade to Sierra and see if I can at least restore the drive as it was. I may later try an upgrade and backup with Time Machine to see if that helps. According to CCC its version is compatible with High Sierra so there is some other issue(s) here. I have checked and test both drives before each attempt.

Thank you.
