Visit https://www.icloud.com using a computer's web browser.  Go to iCloud Drive there.  Do you even see this file?  I believe the answer is "no."

So don't worry about this minuscule file.  Assume it is a piece of Apple's bookkeeping, much as would be kept in the Library directory of any Mac computer.

The poster (along with thousands of others) wants to know exactly what "textinput" is. These days, "trust me and don't worry about it" is not necessarily the most reassuring answer, even when kindly offered.  Maybe Apple has explained what it is, somewhere...?  From its name, it sounds like a cloud-based key logger, which should raise hairs on the back of anyone's neck! (Just sayin')
