Cannot update apps because of billing info error

I can't update my (free) apps on my iPhone because the system keeps asking me to update my billing information, which is for PayPal. When I do this, it just keeps going in a circle asking me to verify it again. It doesn't even tell me what the problem is. Not a very efficient or helpful setup.

I came across the advice to change billing info to "none" but that didn't help either. It could be because I have a US account and am currently in the UK for a few months. But I still would like to update free apps like Instagram and YouTube. My PayPal works fine otherwise so I don't know what the problem is.

Yes, this is precisely the issue.

Each country's store needs its own billing information, and cannot use any part of another country's credit or billing address information.

Well I'm having same issue but I'm not outside of the US
