App Store for iPad 9.7

I reset my iPad recently and for the past week or so when I touch the app store app in doesn‘t want to open the way it should for I to have the apps I need.  Should I go to an Apple Store location here in Chicago, IL to have my iPad replace.  It’s less than a year old and still under warranty.

What does 'doesn‘t want to open the way it should for I to have the apps I need' mean ? What happens when you open the App Store app, what does it show ?
