PDFs from Windows to Ipad Mini

Can somebody help please?  I use Windows 7 and an iPad Mini on IOS 10.  I have got the iCloud app on my laptop and can save photos to the iPad ok.  I would also like to save PDFs from my W7 to my iPad but if I put them into the iCloud Drive they just sit there.  What should I do next please?

Health warning:  I am not techie, I like using Windows and accept maybe I am of an age where these things are a challenge.  If you can work with these impediments your help would be appreciated.
