sync ipad with windows 10 device

We have windows 10 on three devices (PC & 2 laptops) and we use dropbox to sync between devices and back up.  We have just bought our first ipad 2017 and want to sync selected photo folders to the ipad.  Dropbox doesn't do selective sync with ipad (seems to be all or nothing) so have downloaded icloud.  I have put a folder in dropbox called ipad sync and dragged into that folder the folders I want to sync to the ipad.  All the photos I wanted have synced to the ipad, but when we delete photos from the ipad, it doesn't delete them off the windows devices or dropbox.  Is icloud supposed to be 2-way sync between devices?   Perhaps there is some conflict going on, but would appreciate any suggestions or are there any other alternatives that will do what I want?

Thanks for any advice!

That means your folder is using DropBox to get onto the iPad, not iCloud.

You can of course use iCloud to sync folders but then you need to have the folder with the pictures in the iCloud folder, not Dropbox.

Alternatively, you can use iCloud Photo Library to sync photos across devices.

iCloud Photo Library - Apple Support

you can sych with Dropbox, onedrive, google drive,iCloud and itunes on the computer but you can only backup to one location, in all cases synch is two ways

Considering your other 3 devices are windows 10, I'd suggest you use OneDrive to sync your photos. There is a one drive app for the iDevice and you can get the app or already have it on the windows 10 (can't recall which way it is)
