transfering photos from old phone to new

I’ve completed all the steps to transfer everything in my icloud from my old phone to my new one, everything else is showing on my new phone that was on my old one except from the photos, when I enter the library on my old phone it just says it’s uodating and when I enter the memories it says that it’ll take a while for it to be scanned. It’s been a couple of hours since doing the iCloud transfer, how long an I expected to wait until I can view my photos? 

Enable iCloud Photos on the new device (if you haven't already), make sure it's plugged in, and connected to wifi.

Photos sync take a long time. Plug the phone into a charger and let it run. If you turn off the sync and then turn it back on, it starts at the beginning again.
