Combining iCloud data.

My wife and I both have family sharing and High Sierra.   But when we look at iCloud drives in finder, we see different files.   How do I set it up to see the same files?   I want to expand one drive's size and decrease the unused iCloud drive's size.   (We also have iPhones and iPads).  

My wife's account is the Organizer.  I'm an Adult sharing (twice, with my iCloud account and with my old apps account).   Googling doesn't help, nor does looking at my settings.   We are supposed to be able to share with High Sierra.
